Background Information on the Growth Strategy
In order to create a Growth Strategy fourteen technical reports were created to assess various social, cultural, economic and environmental aspects of the district. These formed the basis for Base Case reports.
Profile Statements
At the beginning of this project, Council developed fourteen technical reports on a variety of issues. These were to form the Base Case reports.
Each Profile Statement considered:
- Legislative requirements
- Current state
- Implications of growth and potential opportunities
- Recommendations for further work

Base Case Reports
In order to determine where the district should head it was important to consider where it had come from and what was happening at present. Base case reports were compiled to create a body of information about the district and its people that the Growth Strategy could build upon.
