The community vision stated in the Growth Strategy is:

Uniting the people of Waipa for progress while sustaining the environment
The Growth Strategy is a plan to manage the growth of the district. The overall aim of the strategy is to take an integrated approach to managing growth. The main actions of this strategy are to:
- Recognize, protect and enhance the features of Waipa that make the district a special place
- Set a pattern for the future growth of settlements
- Integrate growth with infrastructure provision for a more cost effective approach to development
